For some children, the government has no timeline to reunite families. Here’s why

JUDY WOODRUFF: As we have been reporting, the Trump administration says, as of this(1)
JUDY WOODRUFF:

morning, it completed the reunification of57 children, all under the age of 5, all separated(2)

from their families after entering the UnitedStates.(3)

A federal judge had ordered those reunificationslast month, and set a deadline for Tuesday(4)

of this week, which the administration failedto meet.(5)

Today, dozens of children under the age of5 remain in government care, and many hundreds(6)

more over the age of 5 have yet to be reunitedwith their families.(7)

John Yang speaks with ®MD-BO¯Amna Nawaz, who's been following this story.(8)

JOHN YANG: Judy, the 57 children reunitedwith families represent just over half of(9)

the migrant children younger than 5 who wereseparated at the border from their families.(10)

Earlier today, the government officials gavemore details of the reunification process(11)

and their plans deal with the remaining olderchildren.(12)

My "NewsHour" colleague Amna Nawaz is here.(13)

So, Amna, why only 57, and what about theother 46?(14)

AMNA NAWAZ: So, the key part of the government'slanguage here is eligible children.(15)
AMNA NAWAZ:

It's how that they determined that, right(16)

Since the June 26 court order, governmentofficials have basically been working to locate,(17)

identify and then vet the parents that theysee they need to reunite those children with.(18)

As a result of that process, running backgroundchecks, investigations, they excluded 46 kids.(19)

Why?(20)

Well, they basically put them into categories.(21)

One category, they say 22 kids were foundineligible for reunification because of safety(22)

concerns posed by the adults.(23)

Those are things like a serious criminal history,an allegation of child abuse, not a safe environment(24)

to put the kid back into.(25)

The other category, 24 kids, they said, ineligiblebecause of the circumstances of the adults.(26)

A number of adults were already deported.(27)

A number of adults are still in custody ofthe U.S. Marshals or state jails for other(28)

offenses.(29)

So those kids, they say, could not be placedinto a safe or stable environment.(30)

The government says if they can't secure thewell-being of the kids, they are not going(31)

to release them.(32)

JOHN YANG: So, these were the children underthe age of 5.(33)

They were 103 of them.(34)

It took them three weeks to do this.(35)

Why so long?(36)

AMNA NAWAZ: Well, part of the process washaving to go back and locate the parents in(37)
AMNA NAWAZ:

the first place.(38)

They had to kind of do some forensic back-channelinghere.(39)

We have learned through our reporting thatthe system set up in the first place really(40)

wasn't set up to reunify on the back end.(41)

They were sort of evolving the process asthey went.(42)

And, as you mentioned, the 46 kids who arestill out, they're just in the regular reunification(43)

pipeline now.(44)

They're not expedited.(45)

They're not under a court-ordered deadlineof any kind.(46)

Their parents, family members, sponsors aregoing through the process, which we have no(47)

timeline for.(48)

JOHN YANG: And there's another deadline comingup, July 26, for the children between the(49)

ages 5 of 17.(50)

AMNA NAWAZ: That's right.(51)
AMNA NAWAZ:没错。

JOHN YANG: What's the plan?(52)

What is government's plan for them?(53)

AMNA NAWAZ: Well, it looks to be very muchstill evolving.(54)
AMNA NAWAZ:

We have some late filings that came down withthe courts.(55)

I'm going to go to paper at this point, onlybecause that number of kids from 5 to 17,(56)

we still don't know what it is.(57)

They had to submit a list with the first numberof kids, the under 5's.(58)

We knew that was the 103.(59)

We don't know how many kids are between theages of 5 and 17.(60)

It's somewhere between 2,000 and 3,000, whichis a pretty big range.(61)

As of the latest filing now, it looks likethe court is asking that they file that list(62)

by tomorrow.(63)

So we should at least have some kind of numberthat we're working with.(64)

But also because the government missed theearlier deadlines, the ACLU is now asking(65)

for specific remedies from the court.(66)

And they're asking for seven steps, includingthings like a complete list detailed by age,(67)

breakdown of the 5-to-17-aged kids by Monday,July 16.(68)

They want all parentage verifications by Thursday,July 19.(69)

They want a daily report filed with the courtsaying, how many reunifications can you do(70)

each and every day, updated single every day.(71)

And then they want a detailed reason if anyoneis excluded from that list.(72)

And these are details we're still very muchgoing through in this latest filing.(73)

But that is how we think they will handlethe next group.(74)

JOHN YANG: But it sounds like the judge isserious, that he doesn't want the next deadline(75)

missed.(76)
错过。

AMNA NAWAZ: Well, the judge has said overand over again the process here should be(77)
AMNA NAWAZ:

aimed toward reunification.(78)

It's not necessarily about punishing the government.(79)

But the ACLU and the court have basicallysaid, OK, there has got to be some recourse(80)

if you miss these deadlines again and again.(81)

JOHN YANG: Now, finally, you have been followinga specific child through this process, a 3-year-old(82)

named Sofi (ph) that you met during your reportingon the border.(83)
您在边境报道期间遇到的Sofi(ph)。

What's the latest on Sofi?(84)

AMNA NAWAZ: That's right.(85)
AMNA NAWAZ:没错。

My colleague Frank Carlson and I met her downin Juarez.(86)

We came with her across the border.(87)

She is still in the reunification pipeline.(88)

From what we understand -- and, again, thegovernment will not comment on a specific(89)

case -- but she is part of the 46 childrenwho are excluded from eligible -- being eligible(90)

for reunification right now.(91)

There's a subset of seven adults of that 46who were not the parents.(92)

Sofi, as we know, came with her grandmother.(93)

Despite the fact that the grandmother saysshe had legal guardianship papers at the time(94)

that were dismissed, her reunification timelinedoes not look to be expedited.(95)

Her family is going through the process.(96)

She is now 20 days in custody.(97)

She's 3 years old.(98)

They have no end for that timeline right now.(99)

JOHN YANG: I'm sure you will continue to watchthis and keep us updated.(100)

AMNA NAWAZ: Of course.(101)
AMNA NAWAZ:当然。

JOHN YANG: Thank you, Amna.(102)
杨YANG:谢谢,Amna。

AMNA NAWAZ: Thanks, John.(103)
AMNA NAWAZ:谢谢,John。
